Para controlar ese absentismo escolar, el Ayuntamiento de Candelaria ha aprobado una ordenanza municipal que contempla que los padres sean multados con hasta 1.000 euros si sus hijos faltan a clase. ¿Cómo valora el Gobierno una medida que ya se usa en otras ciudades españolas?
"Creo que es una medida muy positiva por parte de los ayuntamientos para controlar el absentismo escolar. Me parece perfecto que el Ayuntamiento de Candelaria, en ejercicio de las competencias que tiene en base a la Ley de Régimen Local, desarrolle programas de prevención del absentismo. Si controlamos este problema, localizamos los factores de exclusión social. Hay un relación causa efecto entre absentismo y marginalidad. Y del absentismo al abandono hay muy pocos pasos. Un ayuntamiento es quien tiene los recursos porque cuenta con la Policía Local. Agentes que trabajan sobre el territorio, que tienen información muy importante sobre las familias y que pueden intervenir. Considero que es una magnífica idea y se puede extender al resto de los 87 ayuntamientos si lo deciden".
Para afrontar ciertos problemas que se dan en la ’periferia’ de los centros usted pidió al consejero de Presidencia que sea prioridad de la policía canaria custodiar los institutos conflictivos. ¿Será uno de los cometidos de los agentes que se presenten en mayo?
"Eso espero. Una de las cosas que ha suscitado más debate es que la policía tenga la misión de custodiar edificios públicos. Pues es verdad, ésa es una de sus obligaciones, pero es que los edificios públicos no son sólo las sedes donde están los consejeros y las consejeras. Amparándome en esa competencia he planteado que los institutos de secundaria, patrimonio público de la comunidad autónoma -porque los centros de Infantil y Primara son de los ayuntamientos- sean vigilados. Todos de golpe no, porque al principio sólo tendremos 50 agentes. Pero sí que sea una de las funciones prioritarias, una idea que también ha recalcado el presidente del Gobierno. De esta forma se puede llevar a cabo una labor preventiva muy importante. Por ello, estoy completamente segura de que ésta va a ser una de las funciones de la policía".
